       The JCBRN Defence COE hosted the 13th Steering Committee meeting in Vyškov, Czech Republic on 18 – 19 September 2012. The SC Chairman and new JCBRN Defence COE Director Colonel Jiri Gajdos welcomed all SC members as well as representatives from SHAPE, ACT and the IMS. In his opening address, he introduced to the Steering Committee his vision of the future development of the JCBRN Defence COE with a strong focus on three main goals:

  1. Noticeable increase in international prestige for the JCBRN Defence COE.  The COE must be recognized as a highly respected workplace offering top-level expertise and experience.
  2. Focused JCBRN Defence COE activity to support strategic and operational capabilities.  Understanding NATO and its needs plays a critical role in accomplishing this mission.
  3. Develop a long-term strategy to obtain influential international positions at all levels in order to become a practical and effective military organization which will play a critical role in CBRN Defence throughout NATO.

     On the first day of the meeting, the JCBRN Defence COE presented the status report to the Steering Committee and informed them about the latest COE project development, manning, internal rotation of COE staff and the successful in-processing of new members.

      The meeting began very positively when the Steering Committee approved the enlargement of the JCBRN Defence COE, by approving new Job Descriptions for the Modeling and Simulation Section and subsequently approving the modification of Annex A (Peacetime Establishment) of the JCBRN Defence COE Operational MOU.

      Later, the Steering Committee tasked the JCBRN Defence COE to explore any future potential cooperation between the JCBRN Defence COE and the European Union in the CBRN area and report back to them on the results.

      The JCBRN Defence COE staff and Allied Command Transformation (ACT) representatives presented the Steering Committee with the Reach Back and Fusion (RB&F) Experiment Status Report brief. ACT operates this experiment with the aim to develop new capabilities for the Alliance.

    Additionally, the SC also approved the Program of Work for 2013, the Multinational Budget for 2013 and noted the MTFP for 2014 - 2018.  The SC approved changes to the POW 2012, highlighting the need for additional support requested through ACT.

    On the second day of the meeting, the Steering Committee agreed on the requirement to develop a secure VTC capability and the Steering Committee noted the Information /  Knowledge Management Concept development program on-going within the JCBRN Defence COE.

The next SC Meeting is scheduled for 23 - 24 April 2013 in Vyskov, Czech Republic.
