        Two years after CBRN Trg WG (autumn 2008) request, The „CBRN Units Evaluators Course / Pilot Course 2011“ was accomplished from 04th April to 8th April 2011 at the JCBRN Defence COE in Vyškov.

        Generally the course was designed and developed in accordance with the Bi-SC Education, Training, Exercises and Evaluation Directive 75-2 by JCBRN Defence COE Training and Education Department, but a good deal of joint (ACO, JFC Naples, JFC Brunssum CBRN subject matter experts)  effort was made and preceded the above mentioned successful accomplishment.

 

        One of the CBRN UEC’s most important events was the “CBRN UEC seminar” in Prague (January 2010), where the course content was discussed and approved.

 

        The course was attended by 11 students from 9 NATO nations (CZK 2pax, FRA, DEU, GBR 2pax, GRC, ITA, SVK, SVN and USA). The course quality was ensured by experienced and respected lecturers from SHAPE (LTC Osvald) and by other NATO headquarters‘ guest presenters (COL Schuch, LTC Allert WMD Centre, Brussels, CZE JFC HQ COL Schuch).

        The course had been an advanced extension of the CREVAL course with the aim of giving CBRN SMEs more information for evaluation of the CBRN Units. The NATO Capability statement and CBRN Capability package was taught during the course. The five-day course was conducted in the form of the briefings, discussions, sections works and practical exercises.

 

The first day after the opening ceremony of becoming familiar with the basic documents had passed such as STANAGs, Doctinas, AFS issues. The other days was the formation of the 3 syndicates groups after the basic professional lectures.

The syndicate groups developed their own check list of the evaluated units which they then discussed. The leaders of each syndicate were the JCBRN Defence COE International staff members. On Wednesday afternoon, the group visited the Austerlitz (Slavkov) memorial, museum as part of a cultural program. A common formal dinner on Thursday evening cemented the already excellent atmosphere. You can see the photos.

On the last day, each participating nation (in the form of powerpoint presentation) expressed their views on course. The key factors in the opinions were positive, but a few areas for improvement were also noted.

 

        The CBRN UEC internal evaluation was completed based on the students evaluation forms evaluated the course content and how the course was executed positively, nevertheless TEED plans to modify and upgrade the next one.

        Particularly emphasis was to the students’ involvement, by allowing them more practice. Also the COE audio-visual fittings and M&S tools will be used widely and more effectively.
