The final meeting of the MSG-049 on “M&S System for Emergency Response Planning and Training” was held from 1st February to 4th February 2011 at the JCBRN Defence COE. The main aim of the meeting was to finalize documents “Study Report Vol.1 and Vol.2”. An initial draft for final presentation of MSG-049 was prepared for RTO/NMSG.
The Euro-Atlantic Disaster Responses Co-ordination Centre (EADRCC) has special rules with regard to prevention inside NATO and EADRCC conducts LIVEX exercises annually. However, in 2003, the NATO RTO Modeling and Simulation Group (NMSG) recognized that M&S technology for the emergency exercises (e.g., earthquakes, floods, forest fires, chemical accidents, nuclear accidents and the transport of dangerous goods.) involving multiple nations and services, is not yet well developed. Further, it was recognized that Interoperability between agencies and Crisis Management Staff is also limited.
The document reports on the activities undertaken by MSG-049, which led to conducting a Modeling and Simulation (M&S) experiment that was planned and conducted in parallel with the Multi-National and Multi-Agency Staff training exercise organized by Bulgaria (titled PHOENIX 2010). The objective of this concrete study case was:
· To define and assess an M&S architecture to support and train real crisis management staff.
· To analyze and establish Emergency Response tool(s) requirements and resource definition.
· To assess the relevant interoperability standards in the context of a real training exercise.
The JCBRN Defence COE goals were to test the ability of JCBRN Defence COE to assist NATO/PfP nations in response to CBRN events, and to identify and validate JCBRN Defence COE capability/gaps and recommend solutions. The JCBRN Defence COE was represented by Mr. Jiří Pail who, together with other JCBRN Defence COE’s members, has supported the MSG-49 with his expertise since 2009.
Further development of the M&S abilities of the JCBRN Defence COE is necessary in support NATO LVC simulation of these events. An example of this would be linking the JCBRN Defence COE systems to those at the JWC through the Distributed National Battlelab (DNBL) network to provide this capability.
Conclusion, recommendation and more detail of the Study report would be available on RTO and JCBRN Defence COE web site in April 2011.
